Job Description & Details
This is an 8-month hybrid contract role based out of Hartford, CT, supporting a high-visibility public sector initiative known as the HR1 Program. You will be working directly with the Department of Social Services to wrangle stakeholders, track deliverables, and help reduce SNAP error rates. If you have deep experience in public sector benefits administration and know how to bridge the gap between policy and tech, this is a straightforward gig with heavy executive exposure.
What You'll Actually Be Doing
Your day-to-day will revolve around keeping complex, multi-layered government initiatives on track. You'll be acting as the connective tissue between business, operational, policy, and technology teams. Expect to facilitate leadership and governance meetings, chase down action items, monitor risks and dependencies, and build executive-level dashboards and status reports for Cabinet stakeholders. The real challenge here isn't the tooling; it's navigating bureaucracy and keeping diverse teams aligned on tight compliance and performance milestones.
The Core Tech Stack
While there isn't a traditional software stack to code against, you need absolute mastery over process flow analysis and technical writing. The team needs someone who can look at messy eligibility operations for SNAP and Medicaid, map out the friction points, and turn them into crystal-clear documentation and proposals. Strong presentation skills and elite project management capabilities are non-negotiable since you'll constantly be translating raw data into polished executive summaries for leadership.
Interview Expectations
When you talk to the hiring manager, they are going to test your ability to herd cats across complex organizational structures. They will likely ask you to describe a time when a high-visibility project was drifting off course due to misaligned stakeholders, and how you brought business and technical teams back to consensus. They aren't just listening for your project management methodology; they want to see if you can remain diplomatic under pressure while holding people accountable for missed deliverables.
Application Advice
To get past the automated screeners for this state healthcare project, make sure your resume explicitly highlights keywords like Process Flow Analysis, Project Management, Proposal Writing, and Benefits Administration. Don't just list tasks—quantify your experience managing large-scale public sector, SNAP, or Medicaid initiatives where compliance and error reduction were central to your success.
