QA / Business Process Analyst

State of South Carolina

Job Description & Details

This is a hands-on, strictly onsite QA and business analysis role helping the State of South Carolina wrap up a major software implementation. You'll be sitting at their Columbia office bridging the gap between non-technical stakeholders, internal staff, and software vendors while wrestling with data mapping and ticketing.

What You'll Actually Be Doing

Expect to spend your days acting as the central glue between the project manager, the vendor, and the end users. You'll be taking complex spreadsheets and mapping them directly to software data fields, tracking helpdesk tickets, and sitting down with subject matter experts to figure out why the system is causing them headaches. When you find gaps, you'll be writing up change orders, statements of work, and formal software modification requests while also training internal staff on new workflows.

The Core Tech Stack

Deep hands-on experience with Emphasys and HDS is an absolute must-have here since you'll be auditing and improving software built on these platforms. Alongside that, you need a strong background in enterprise data mapping, writing rigorous test cases, and documenting complex business processes. If you haven't spent years doing state government QA and translating messy user pain points into structured technical change requests, you're going to struggle out of the gate.

Interview Expectations

They are going to ask you to walk through a time you had to handle conflicting requirements between an external software vendor and rigid state agency rules. The hiring manager wants to see that you can push back constructively and write clear documentation that protects the agency's interests. They will also likely test your data mapping methodology by asking how you handle legacy spreadsheets that completely mismatch the target database schema.

Application Advice

Make sure your resume explicitly highlights your experience with Emphasys, HDS, and creating Statements of Work or Change Orders, as these are non-negotiable keywords the ATS and the hiring managers will scan for immediately. Since this requires being a current South Carolina resident with zero relocation allowed, state your local residency right at the top of your resume to clear the initial administrative filter.
